Subject: Statement as a Venezuelan Deputy in Exile and Request for International Protection
Dear Members of the Commission,
I respectfully present myself as a principal deputy elected to the National Assembly of Venezuela in 2015 for the state of Carabobo. I am currently living in exile for the second time, as a direct result of systematic political persecution by the de facto regime in Venezuela.
Since the beginning of the 2016 legislative term, democratically elected deputies have been targets of institutional dismantling and violations of constitutional immunities. I have suffered harassment, threats, legal manipulation, and forced displacement for exercising my parliamentary and political duties.
In summary:
• I was forced into exile in December 2019 following an attempted kidnapping and political prosecution. I returned in late 2020 under a presidential pardon without charges or evidence.
• Between 2021 and 2024, I was subjected to surveillance, extortion, threats of land seizure, and judicial harassment.
• On July 13, 2024, I hosted opposition leaders María Corina Machado and Edmundo González Urrutia at my residence in Valencia. This event was part of their final campaign tour and led to intensified political retaliation.
• On July 27, 2024, more than 100 armed agents from SEBIN, DGCIM, PNB, and regional police broke into the building where I was located in an attempt to abduct me. Several apartments were unlawfully raided and doors destroyed.
• On July 28, I voted clandestinely. On July 29, I took refuge at Hotel Manantial in Naguanagua, which was raided only hours after I escaped toward Colombia on July 30.
• I was falsely accused of treason. I possess unreleased video evidence showing officers entering rooms without witnesses, raising serious concerns of potential fabrication of evidence.
• Over 2,000 political actors were persecuted in this wave of repression. Dozens of deputies remain in exile or hiding, including Freddy Superlano, Villa Giampilieri, and William Dávila.
I respectfully request the following from this Commission:
• Review and formal acknowledgment of the documentation I am submitting.
• Consideration of protective measures under international human rights mechanisms.
• Guidance toward appropriate international legal forums or institutions.
• Inclusion of my case in forthcoming IACHR reports on Venezuela.
• Acceptance of my cooperation as a firsthand witness for international accountability processes.
Additionally, I remain fully available to testify and assist with international justice mechanisms.
